In response to being stopped by a police officer, why not contact the Dept. of Motor Vehicles and put a notification on the license tag of the vehicle? This will allow the officer to know prior to approaching the driver/occupant that there is a deaf/hard of hearing person driving. This could prevent a lot of safety concerns for the driver and the officer.

This might work in state but I’m not sure it would work across state lines. But good suggestion, worth a try.
